The National Human Rights Commission (NHRC) has recommended departmental action against four security officials over the handling of the royalist protest at Tinkune on 15 Chaitra 2081, saying the security plan was not effectively implemented.
The commission’s report, made public on Tuesday, names Kathmandu’s then Chief District Officer and officers from Nepal Police and the Armed Police Force. Those identified include then Senior Superintendent of Police Bishwa Adhikari, who is now a Deputy Inspector General, and Superintendent of Police Apilraj.
Report flags use of expired tear gas
The report says expired tear gas shells were widely used against protesters during the demonstration. It also calls for security agencies to be provided with better resources.
The NHRC’s recommendations focus on departmental action against the four officials for their role in implementing the security plan.
