Minister Timilsina Pledges Modern, Effective Postal Service

Minister for Communication and Information Technology Dr. Vikram Timilsina said in Kathmandu that the government is committed to developing Nepal’s postal service as a modern, effective and people-oriented institution. Speaking at the Department of Postal Services’ annual review programme for fiscal year 2082/083, he identified capacity building and institutional reform as government priorities and said postal services continue to hold historical importance and dignity around the world.

Government priorities for postal services

Timilsina’s remarks place the postal service within the government’s agenda for institutional development. He said the aim is to make the service more systematic and effective, with an emphasis on strengthening its capacity and reforming the institution. The minister described the postal service not as an obsolete institution, but as one that should be developed to meet people’s needs.

Capacity building and institutional reform were the priorities he highlighted at the annual review. Both are central to the government’s stated commitment to modernize the service, although the remarks reported at the programme did not set out a detailed implementation plan. The emphasis was on improving the institution and its ability to serve the public, rather than on announcing a specific change to postal operations.

Historical significance and continuing role

The minister also made the case for preserving and strengthening postal services by pointing to their continuing presence worldwide. He said postal services have not been abolished anywhere in the world and retain their own historical importance and dignity. His comments presented the service as an enduring public institution with a role that remains relevant, even as the government seeks to make it more modern and effective.

That argument formed an important part of Timilsina’s message: reform, in his view, should go alongside recognition of the postal service’s place in society. The government’s stated goal is to develop the institution, not to disregard its history. By linking modernization with the service’s longstanding significance, the minister framed capacity building as a way to reinforce its public purpose.

Annual review programme

The remarks were delivered at the Department of Postal Services’ annual review programme for fiscal year 2082/083 in Kathmandu. The programme provided the setting for the minister to state the government’s priorities for the postal institution. His comments focused on three connected objectives: making the service modern, improving its effectiveness and orienting it towards people.

Timilsina’s pledge signals the government’s intention to pursue institutional strengthening as part of that agenda. The commitments he outlined were broad, centering on capacity building and reform rather than a specific service initiative. He also underscored that the postal service’s historical standing remains a consideration as it is developed further.

The minister’s message was that Nepal’s postal service should continue as a valued public institution while becoming more systematic and responsive to people. The government, he said, is committed to taking it in that direction.
