The Koshi Province government has recommended staff promotions based on an advertisement that the High Court in Biratnagar had already quashed as illegal.
The promotion committee at the Office of the Chief Minister and Council of Ministers made the recommendations using the old advertisement, despite the court's order to change the process. The recommendations were made in Biratnagar.
Court ordered promotion process to be revised
The High Court annulled the decision on the percentage allocation for filling the posts. It ordered the authorities to adjust the number of posts and then proceed with the promotion process.
The court issued a mandamus and certiorari order. However, the committee recommended promotions under the advertisement that had been invalidated.
