Stakeholders from several sectors have urged the government to strengthen the implementation provisions in the draft National Climate Change Policy 2083, saying the policy’s goals may be difficult to achieve without clear institutional arrangements and adequate resources.
The suggestions were shared during a discussion organized by the Nature Resources Centre (PRC) with representatives working in the climate and energy sectors. Participants said the policy itself was good, but that its implementation side remained weak.
Clear arrangements needed for implementation
Participants stressed that effective implementation requires the policy to clearly set out:
- The institutional structures responsible for carrying it out
- The human resources needed
- How implementation will be funded
- How coordination among government agencies will be managed
They urged the government to make these provisions more practical and explicit so the policy can be put into effect effectively.
