Proposed UK Ambassador Gaurav Shumsher Jabara Presents Work Plan to Parliamentary Committee

Gaurav Shumsher Jabara, proposed as Nepal’s ambassador to the United Kingdom, presented his work plan to the Parliamentary Hearing Committee on Monday, pledging to strengthen ties between the two countries through economic diplomacy, trade, investment, technology transfer and people-to-people cooperation. The former Chief of Army Staff said he would bring his 42 years of service in the Nepal Army to his diplomatic role and work to ensure that the Nepal-UK partnership creates greater opportunities and benefits for both sides.

Economic diplomacy at the centre of the plan

Jabara placed economic diplomacy among the key tools he would use to advance Nepal’s relationship with the UK. His stated priorities included developing trade and investment links, alongside technology transfer. Together, those areas point to a proposed approach that goes beyond maintaining formal diplomatic ties and seeks to make the relationship more beneficial in practical terms for both countries.

The nominee said the partnership should deliver greater opportunities and benefits to Nepal and the United Kingdom. His remarks framed the relationship as one that could be strengthened through cooperation in areas with economic relevance, rather than treated only as a matter of official contact. He did not describe specific projects or targets in the work plan as presented in the available account, but identified the broad fields in which he intends to pursue closer engagement.

Trade and investment were presented as linked priorities within that agenda. The proposal, as outlined to the committee, is to use diplomacy to support stronger connections in these areas. Technology transfer was also included, indicating that the planned cooperation would extend to the sharing of technology as well as commercial engagement. Jabara’s stated objective was to strengthen the overall relationship, with benefits for both countries.

Military experience and diplomatic service

Jabara is a former Chief of Army Staff and has completed 42 years of service in the Nepal Army. During his presentation, he said he would apply the experience gained through his military career to diplomatic service. He did not present that background as a substitute for the economic and people-focused priorities in his plan, but as experience he intends to bring to the ambassadorial role.

His proposed transition from military leadership to diplomacy would place him in a role focused on representing Nepal and advancing its relationship with the UK. In outlining his work plan, he connected his professional experience with the goal of strengthening bilateral cooperation. The committee hearing therefore gave him an opportunity to explain how he views the proposed assignment and what he would seek to prioritise if appointed.

Building people-to-people cooperation

Alongside economic diplomacy, Jabara identified people-to-people cooperation as an important part of the Nepal-UK relationship. The pledge adds a public and social dimension to the plan, complementing its focus on trade, investment and technology transfer. His stated aim was to make the partnership more beneficial to both countries, with cooperation between their people included among the means of pursuing that goal.

The work plan, as presented to the Parliamentary Hearing Committee, brought these priorities together under a broader commitment to strengthen Nepal-UK relations. Jabara named economic diplomacy, trade, investment, technology transfer and people-to-people cooperation, while also saying that his 42 years in the Nepal Army would inform his diplomatic service. His presentation set out the areas he intends to focus on as Nepal’s proposed envoy to the United Kingdom.
